Oh maybe they've had it for certain types of transfers and not for standing orders/DD. Ive had faster payments for a long time with Natwest (several years). Amusing to see that the faster payments was ultimately driven by the EU's Payment Services Directive (PSD, 2007/64/EC). but the government was forced to legislate to implement the EU directive.
Funny how the EU does something useful and the banks crow about it as if it's their own great idea but if it's something less useful then everyone complains about them "meddling".

The banking system in this country is hopelessly antiquated and slow. How is it that their algorithmic trading systems are trading with microseconds of latency and it still takes 3 days to transfer money between banks.

Cater Allen interface aint great - I agree.
No obvious way to download statements to spreadsheet either which would be useful.
Also, if you want to move money from linked currency account to sterling you still have to phone them to do it. why?

I actually prefer the new set-up...
Previously the payments summary screen was all over the shop, payments weren't listed in chronological order so in order to find a payment you had to scroll through countless screens to get there. Replicating a payment was a pain, particularly if there was a change of account details but the Payee remained the same (e.g. HMRC).
Also on the old system once you created a payment it didn't immediately go into 'pending' status - it was at least hours, if not an overnight update. Therefore amending a pending payment was usually a call to customer services.
I'd agree the navigation is still far from intuitive, but it does appear to be an improvement as far as functionality goes..
