Not quite true - you can claim absolutely anything you like. Whether you can claim it without incurring a benefit in kind is a different ballpark altogether.

Define "work". If you are talking about claiming for regular travel to your permanent place of work, then you can't claim it as a business expense without incurring a benefit in kind. If you are talking about claiming for travel to a temporary place of work (e.g. client site) then you can claim without incurring a benefit in kind.

Why do you think this is any different to claiming the train fare or mileage in a car!?

There is no reason why you should treat the cab ride any differently from the train journey as far as your expenses go.
Provided that you are attending a temporary workplace under the terms of the HMRC guidance then by all means claim the cab ride. Keep all the receipts to back up your claims.
I did it for years between Euston & Southwark Street, 5 days a week. I do NOT use the Undergound; I use black cabs and they've always gone through the books without comment from the accountant. And there's no reason why there should be, either.
