It seems that wholly and exclusively does apply to employer reimbursing same costs. Idiotic when the tax paid is same either way and for that reason I doubt HMRC would challenge small amounts. IME they don't seem to care about rigidly applying rules too much as long as they get their money.

    I don't see your problem
    because the umbrella rejected it.

As I already pointed out - roaming charges abroad do not make this worthwhile, it is cheaper for me to pay the internet access charge at the hotel or buy a wireless 30day access card and not claim as an expense (remember its my money at the end of the day not someone elses)!

Claim that not only do you need it to sort out admin / marketing etc from your hotel ... you also need it on a daily basis for internet access at work since your client internet policy (if indeed they do supply you with a laptop/machine/internet access) is too restrictive for your day-to-day working requirements..

aha so it gets lost in the bill then - amongst the dinner, mini bar etc.

No such luck for me - client pays the hotel bill directly, so I can't hide it in there!

Dunno I could ask but with roaming charges abroad I'm better off paying the hotel rate or buying a 30 day wireless access card.
