Its an interesting incident. Aot of black cab drivers live on my road. They see alot of people run off. Personally I would support some sort of deposit. Eventually, the passenger disembarked and the coppers appeared to tell the driver to get lost. They then seemed to tell the passenger to remain where he was, and ran (literally) off up the street after the cab
After waiting around for a minute or so, the erstwhile passenger came wandering over the road and greeted myself and another regular who had been observing matters from a spot adjacent to the front door.
Apparently he'd hailed the cab and the driver, after pulling off, had suddenly announced that he required him to hand over £10 up front. The passenger had replied that he wouldn't pay until he arrived at his destination, and pointed out that that the fare would only be £3 to £4 anyway - he told us where he lived, and he was right.
The cabby then pulled up next to the two coppers on foot patrol and appealed to them for assistance
Naturally they had better things to do, so the culmination was that they told the passenger to get out of the cab and "Wait here". Then they told the cabby to drive off, which he did... and then they ran away!
We directed him to the minicab firm down the road and wished him a safe journey home
