Turned out the hole in the road was caused by someone tunneling out from their cellar to the mains so as to bypass the meter. They didn't shore up and hence the road above collapsed.
They were trying to bypass the meter because of the huge electricity demand from their pair of terrace houses.
The terrace houses had been converted into a huge automated hydroponics farm, to grow weed.Insanity: repeating the same actions, but expecting different results.
