The building notice was closed in 2009 because they weren't doing any works any more, and hasn't been re-opened - there hasn't been any building work completed for a while now.
So there is nothing that building control can provide, apart from what they've told me over the phone.Comment

I think you need to plan on completing without a mortgage because that sounds unmortgagable at the moment. No bank is going to touch a house where building work is known to have taken place but no completion certificate is available because it implies that the work done is substandard and needs to be redone.
Yes I know that the above is not the case but you have to see it from the banks eyes:-
House has been sold cheaply, proposed work is half done, building regs not signed off....merely at clientco for the entertainmentComment
