I have read that part of their evolutionary inheritance is that their legs are disposable. They spend almost none of the period in their lifecycle when they are capable of breeding actually using their legs, although having at least some legs does come in handy on occasion. However, in the long term, they've spent most of their history flying low over damp grasslands containing predators that would make a grab for low-flying prey.
