The various registries differ in how much info they make available. If you start at http://iana.org/assignments/ipv4-address-space/ you can find out roughly where or to whom it's allocated. Then if it's at, say, apnic.net you can use their advanced whois to get more info. This might only narrow it down as far as a specific telco or ISP, though.Comment
