The picture says "Tropical Storm Or........ minimum pressure 1000mbar" or something similar.
It's a bit difficult to read coz its a) vertical and b) on a slant coz one of the numbers in the program is out by 1 or two...

Got there in the end.
Remembered eventually that Comm events require the Rthreshold to be something other than the default of 0... otherwise, no receive events... and setting the number of bytes transferred per interrupt to something other than 1 did the trick... 512 does quite nicely.
