There's some data published by NXP (Used to be Philips Semiconductors used to be Mullard) about the joys of designing with the 74hc4046 PLL chip.

After much searching on their website, it transpires that one has to order a paper copy...

How very quaint...

Wot's even quainter is the dos program they supply to do all the maths for one... plus lots of Lotus 123 worksheets...
