This video has been on P2P for at least a year and it's well worth watching. Lip sync looks good so it's not just a voiceover but I'll guarantee it was never broadcast.

This has been floating around for some time.

Not sure about this, but I think it was broadcast. It was done for something like "The Secret Policemans Ball" or something like "OTT"

No, it was never broadcast, despite the claims of several websites that host it.

It is traditional in TV studios each christmas for one group to produce a "short" to be shown at the staff christmas party. They would normally be full of in-jokes and slander on staff - this clip is one of the more accessible examples.

So why is this one not full of in-jokes or slander then? although having said that I agree that it's the most likely explanation.

Like I said: they are NORMALLY full of in-jokes ... [this one isn't, which makes it] one of the more accessible examples.
