No, it was never broadcast, despite the claims of several websites that host it.
It is traditional in TV studios each christmas for one group to produce a "short" to be shown at the staff christmas party. They would normally be full of in-jokes and slander on staff - this clip is one of the more accessible examples.

Not sure about this, but I think it was broadcast. It was done for something like "The Secret Policemans Ball" or something like "OTT"
