I am really confused as I read in a number of places including IPSE that it only applies to personal service companies? So you are saying the likes of the Big 4 consultanices who bill out for their teams on a hourly/daily basis per person is subject to this? I dont see how that would work at all.Comment

As for contractors supplied by a consultancy, if the consultancy is managing the project chances are they will be outside, I'd the project is being managed by the public sector department chances are they will be insidemerely at clientco for the entertainmentComment
