Staying in the same public sector contract after April 2017
Sit on the bench and wait for a contract role, where you will be taxed like a permie, and if a permie job comes along it's a no thanks, I only do contract roles, to be taxed like a permie.
I presume whilst you are sitting on the bench, waiting time is going to be paid, taxed as a permie, or is that where signing on comes in?

You can sign on but then you will be expected to work for free if a permie style contract role doesn't come in quick enough.
Though they will probably encourage you to go self-employed....

Interesting that Robert Half determine the IR35 status, yet the rest of us agencies have to rely on the client. Must have missed their exemption in the legislation ;-)

Loved this bit
we are looking to build a bench of ‘PAYE friendly’ contractors for those clients who simply will not engage otherwise. As such, if you are available at short notice and happy to work in the Public Sector on a PAYE basis.

Psychocandy is our resident expert on signing on as a contractor, if you need the low down.
a mate has just advised me that the MoJ as declared that all their contractors are outside IR35 using HMRC's tool, apparently ring fenced the IT projects they are working on as outside too
I think this is a big bonus for my mates contracting colleagues as I know they've been there for years 4+ and I would have thought they were definitely inside but seems MoJ have a desire to keep them
