I was under the impression they could issue APNs if they believed the schemes should have been registered and that fines could be imposed on the scheme providers and under some conditions imposed on the users.Comment

The rules say that a scheme has to be "notifiable" under the DOTAS rules. To date, there have been no instances I'm aware of in which a non registered scheme has been deemed to be notifiable. Might happen but has not yet.

Scheme DOTAS registration
A WC representative told me (most categorically) that the WC scheme was NOT DOTAS-listed - but the ASMG scheme WAS ...
Which suggests that (1) no-one should receive an APN for years in which they were members of the WC scheme only, and (2) anyone receiving an APN for years in which they were members of both schemes (as I was) would have a valid grounds for objection (to the figures in that APN) ..."If You Tolerate This Your Children Will Be Next ..."Comment
