Who's to stop HMRC from joining in and who's to pay for it?

HOW TO DETERMINE WHETHER YOUR CONTRACT PASSES IR35 - IR35 Calculator BlogIR35 is a Finance Act, which was established and came into act in the year 2000. The main reason why it was introduced was to ensure tax payment by businesses which may not be genuine on the nature of their businesses, that is, they have contractors as employees. Ideally employees in these businesses should pay Income Tax and National Insurance Contributions as required by HRMC after investigations are one to determine whether they pass or fail the IR35. It has not been received well because it affects small businesses and it would cost them.

I'm not denying the use of BG for existing EBT/Loan issues BP - there are deliverables that members pay for after all .
It's the speculative nature of IR35 that I'm wondering about.
Forum Providers will want something in return for the work they'd put into a private forum. There's nothing they can provide at the moment so what they'll want is potential future customers.
And who and how are you going to vet posters? Only Ltd company owners?
