If their motive was annoyance at your ability to make progress but they couldn't then the blocking is simple belligerence as the time, effort and power usage could have been used to overtake the slower vehicle.
It is plain and simply dangerous and if observed by a traffic officer they would be in trouble.
Of course the piece of info missing in this is the car you are driving. Often this can influence the reaction of the blocker

Not necessarily - If the car in front is consistently stooging along at 55 in a 60 MPH zone, it's quite reasonable to want to overtake. I've had to drive to meetings with client 3 recently - which is a mix of country roads and motorway. I drive steadily, but not slowly, and with equanimity, allowing myself plenty of time.Originally posted by d000hg View PostIf we had to drive to work we might think so too...

I'm quite happy to drive slowly on a country road, in fact if someone in front is a bit slow it means nobody can blame ME for holding things up

I had someone deliberately swerve out in front of once whilst I was overtaking them - in effect they tried to run me off the road.
The way to sort this (as I've said before) is to get a cigarette lighter powered forward facing video camera off eBay for £20. Of you do a lot of driving it's an essential....my quagmire of greed....my cesspit of laziness and unfairness....all I am doing is sticking two fingers up at nurses, doctors and other hard working employed professionals...
