In France, I order it medium - occasionally (depending on where in the country I am) I might be asked whether that's an English medium or a French medium, so I go for the French medium/English rare.
If the meat is good enough, wave it over a candle and serve it up.

Therein lies the problem. There are a few places I'll go to and eat rare meat but only as steak. I wouldn't order a burger rare. I recall about 10 years ago ordering a burger in some upitsownarse NY place. My mate ordered it rare and they made him sign a disclaimer.
