In terms of requirements what does the phrase "too many inputs" mean?

Could mean two things
1) Too many people having a say on the requirements - agreement will never be reached you will end up trying to get people to sign off hundreds of requirements etc etc ect
2) Literally whatever system you are working on is going to have too many inputs.

How do you rank your stakeholders? (any real life examples much appreciated)

But also you need to get to know them - you may have some low interest high power people who need continual ego stroking and who will put a spanner in your works just because they can and you also have some high interest low power people who you need to fight for.

In terms of scoping does detail = control and what do we mean by that?

The assumption that the more words you write down about what you are doing will lead to greater control. This is correct in some scenarios and a complete waste of time in others - however refer to question 2 and ensure where you have low interest high power dicked's sticking their nose in that you drown them in detail paperwork.

Is there such a thing as an expert judgement or are there only opinions?

Yes but it will come from a user or maybe a supervisor/team leader - indepth knowledge of any system rarely travel up the food chain as it does not need to. Beware of execs telling you how their system work they will often be so far removed that they think they know what goes on but don't

Prepping for a test thing, so would really appreciate any input from experienced PMs. .
