It's quite clearly yes according to that though, isn't it. Picking two data points that "buck the trend" doesn't mean the trend doesn't exist. That the points are scattered about a bit simply indicates that like most real world phenomena there are other factors at play.
There aren't enough points to prove anything to truly prove any trend, the subject is so diverse.The outer values make me suspect that there is more to it.
If you look at page 2 you notice a major city like New York is lower than the trend when the USA is so bad, now Mayor Giuliani didn't hand out cash or tax Wall Street Bankers he cut crime by hard policing.Comment

I saw an interesting program with Michael Johnson who investigated the effect of slavery on black athletes performance. The idea is that since the slaves were shipped across the oceans in very poor conditions, only the strongest survived. Then, only the biggest And strongest were picked to be slaves. So selection of the fittest and strongest occurred over a few hundred years or whatever, resulting in blacks now having superior athletic abilities, and in some cases genetic hereditary conditions. Of course there is "more to it", in the sense inequality isn't the only factor at play. In somewhere like the US these studies have been done on a county by county basis and multiple variables are considered and accounted for.
