Not completely fair; in 2018 Leeuwarden in Friesland will be the City of Culture; it's really a very nice place, but perhaps it could to with a tourism boost. On the other hand, perhaps it couldn't because I'd prefer it to stay a nice place.

If that were true Dunstable would be a shoe in. No wait it's not a city. But if there were a town of culture, based on that logic, it's a shoe in for 2017.
