Nothing new here. If you saw how many people from the top accountancy firms actually work directly with HMRC (in the same offices), how many senior HMRC people move to senior positions in the financial sector and vice versa then it wouldn't surprise you that the government is being dictated to by the financial sector.

Ah yes, the VAR, where you fill in a form from the tax office so civil servants who have never even come closer to running business than playing with a Fisher Price shop till can decide whether you are running a business or working as a 'disguised employee', so that you get a piece of paper with their decision which can be retracted at any time, retrospectively, thus costing you the contract and up to 7 years back taxes and social security contributions, for which you don;t even get any social security rights. Basically, you have to know what answers to give and then just hope. The politicians say it's to protect the bottom end of the employment market being forced into contracting so their employers don't have to give them the full employment rights. Actually, it's a scam to fill up the enormous government debt, and to please consultancies with an uncompetitive business model of big offices, too many middle managers, lots of lease cars and charging high rates to clients.

Oh, and the expensive **** up that is the centralised Dutch social security operation, which used to be run by cooperatives of business sectors, and countless more.
