The whole thing is such a mess there is no easy solution. Traditionally there would have been low skilled labour jobs, but we don't make anything anymore so they largely don't exist. That leaves low paid service sector jobs, which require good communication skills, that largely rules those jobs out. What's left?Comment

The hugest chunk by far of the welfare budget goes on pensioners, not 'benefit scroungers'
BUT - if you force someone who is unemployed into work you get a multiple bonus:
1. No JSA paid.
2. Employment tax increase.
3. Less likely to commit crime out of boredom or desperation.
4. Health improvements in claimant.
5. less likely to breed in quantity if Baby benefit bonus withdrawn.
