my suggestion was that in countries with lower immunisation rates could possibly increase infection rates. Its obvious if you come from a country where the disease is common and there is little or ineffective immunisation then you may well bring it with you. I suspect shortly the US will ask for vaccination confirmation before issuing a visa.
This does not reflect on the persons race, its just logic.
