There may be perfectly good reasons for being self-employed, but it would be naive to think that all these workers are really budding entrepreneurs.

I'd disagree. One of the reasons the German economy has flourished is that their 'inflexible' labour market and stronger unions leads to companies trying to retain staff rather than fire them at the drop of a hat. This also reduces the risk of training them, so they have a higher skilled workforce, making them perfectly placed to exploit opportunites as they arise.
