Though if you mean the constitutional arrangement. Ideally we'd have a constutition that said the only legitimate forms of spending is on ensuring the negatives rights of the population ie justice, defense, police. And maybe some positive rights for children, education etc or the genuinely disadvantaged (down syndromes, people in wheelchairs, sasguru etc).Comment
