Having worked with nearly all of the nations in the moderate list I rate all of them apart from Italy as above India.

In terms of India it may be due to the culture of a majority of the men pretending they don't hear women and not being able to tell you if there is a problem.

Oh and the Italians I've worked with must have done their interviews in Italian.
What would be interesting is where the supposedly English speaking nations would fit on that table.
What clever so-and-so thought of the idea of replacing Bob call centres with ones full of Geordies or Glaswegians?

      Ah - you're just racist.

I thought that as well and then realised they're not on the table because the people in these countries actually speak better English than native English speakers. I was taught English (I actually spoke French before English) in various foreign countries and upon returning back to England, my English was far more advanced than my peers. I think it has probably got worse in the UK now especially when I speak to young non-English speaking people and see how aware they are of the language yet when I speak to young English people, I tend to get some kind of gibberish back....
Brexit is having a wee in the middle of the room at a house party because nobody is talking to you, and then complaining about the smell.

The one thing I do not understand is that if UK is so bad in every aspect including the command of their own language why everybody wants to come here ????
If UKIP are the answer, then it must have been a very stupid question.
