            You were the one who suggested that regulations would be insufficient to avoid significant manipulation due to statistical variations so the obligation is on you to produce the figures.

            Frankly i'm not remotely interested in defining every single regulation and law that should be in place. I have a few basic principals from which i believe laws could be derived from.

                It would essentially be a council land value tax as i already explained. Hence businesses would pay like residents would.
