    And guess their SLA on responding to emails - 14 days, still got no answer for email sent in early June

    Sack the whole lot and abolish business rates even if that involves increasing corp tax.

    You need to send a snail mail registered post letter to the person's manager.

    Then if he ignores it go to the local paper saying that if you could get your business rates lower you could use it to employ people.

    Then employ a cleaner for 2 hours a week.
