Is there a device ..?

Is there something I can buy that will take atmosperic vibration and concentrate it in a beam. When the beam hits a glass surface it would cause the glass to vibrate in sympathy then transmit the vibration onward.

I have to travel from Manchester to Leeds every day and I see a lot of very bad driving. I would like to point this 'glass-o-phone' at their window and say 'YOU ARE A ****' knowing that they would get the message without me having to gesticulate or make faces !

The crazy free-for-all M60 or the 'four lanes turns to three' steep uphill bend to the right (just as as you hit the M62) where an S-Type Jag will almost aways pull out to and hog the outermost lane because they feel justified to be there since they are 5mph over the speed limit......
