Technically, it is the fault of the children.

One should not play in the street. It is a public highway, NOT a playground. They should learn their green cross code and read the highway code themselves to understand how they should conduct themselves on the road.

Im not saying mow children down, but it is unreasonable when a child runs out in the road from a concealed spot and a driver going under the speed limit has the kid practically run under their wheels. Then the driver gets blamed for it. Quite pathetic really. The child shouldnt have been so foolish.

You are correct that you do not have to have headlights on in a well lit area. If, however, you MUST NOT have your headlights on in a well lit area, the highways code would say that, and it doesn't.
