You cannot send them back unless they have a passport, so it costs a shed load keeping them and then trying to sort out the problem of deportation -

Some (African) countries refuse to recognize the citizenship to prevent the deportation of the illegal immigrants.
In some countries, the money wired back home by these immigrants accounts for a large part of the GDP.Comment
