Or your "mate" could call a workshop and have everyone agree and sign-off in that workshop the requirements. Failure to attend or send a suitable and empowered delegate counts as sign-off.
Depends if they'll buy it but if time is tight and exec sponsor will back it - then it's pretty effective - then you can start the CR process and endlessly re-write specs and do impact analysis.
