It's not as easy as that. Perhaps we could pay the Council workers to drop litter ON the streets for the unemployed to pick up. Then we could pay dog owners to get their dogs to cr*p all over the pavements, and pay gangs to go and spray graffiti around for the unemployed to paint over.
Makes perfect sense to me.Comment
