          There is no UN authority to insist on regime change. The resolution that was vetoed merely condemned the Syrian government and called then to cease hostilities.

          Russia and China proposed an amendment and called for both sides to cease hostilities. Had the amendment been agreed the resolution would have been passed. Since the rebels are heavily armed by the west, it was rejected by the US and so Russia and China vetoed it.
