I was on a busy train when a woman asked a lady with 2 small kids (one on her lap, one on the seat next to her) to remove the toddler from the seat as it hadn't paid for a ticket. It got quite unpleasant until another passenger gave up his seat.
Technically, she was right:

Up to two children under five years of age may accompany each fare-paying passenger free of charge, unless the Train Company you want to use specifies otherwise in their notices and other publications. However, children under five years of age who are travelling free may only occupy a seat which is not required by a fare-paying passenger.Comment
