EU Directive?

Didn't the EU introduce a(nother) directive regarding disposal of old IT equipment? I think recycling/disposal companies have to be BSxxxx/ISOxxxx approved.
Even if you give away electrical equipment with a disclaimer, you are still potentially liable for any injury caused by ..etc., etc.
