              he wanted 'a minutes time out' to probably disappear out of the toilet window but they wouldn't let him go and made him do it !

              This is what happens when you give civil servants individual responsibility for their actions ..... they totally BRICK THEIR PANTS ! no more hiding behind a wall of bureaucracy !
