He'll have to leave the UK and apply for a fiance visa, it's impossible in-country unless there's a disaster in the applicants country or something. You can't even switch in-country from a valid visit visa either, though we don't know the Turkish lad's visa status originally, probably one of those EFTA arrangements UK has with Turkey, somekind of work/business visa arrangement no doubt heavily abused, given the number of kebab shops.....Comment
