    How can this be so? The Inland Revenue says that contractors are not taking any financial risk, unlike a real business, hence are really disguised employees. Surely they would not be mistaken or simply lying?

      No, they take the view that if you do face such risk, it comes from trying to have an inappropriate status. Once you accept that you should be an employee, you can get protection from this risk.
