    Don't respond angrily keep professional. If you can't test, politely point out you can't test because of the tests on the higher prio. Yes the guy is rude, but as you say he does have a high priority test. When you want to use the test bench just ask him. ignore the fact that he's rude and just respond as if he was polite. Stay above the fray, and don't take him seriously. In future ask him first. If he says no, there's nowt you can do except ask for another test bench.

    If you get into a conflict you'll just look like a twerp.
