True - I'm guessing that most people without Insurance who get caught find it cheaper and more expedient to continue driving without insurance - the chances of getting caught and the costs are minimal for people who aren't that bothered about the law. -

If you have the misfortune to have to drive in Bradford, a certain ethnic minority (around 25% of the districts population) in the city seem to have their own rules of the road i.e. none.
It begs the question as to how many actually hold a full driving licence.
The police could make a fortune in stopping those for bad driving and checking licences and incurance but it would be seen as persecution as opposed to upholding the law.Comment

Almost 2K to insure my 18yo daughter on a Corsa. Think it's even more for boys.
