Yes, but those are different things than something with the radar cross section of an airliner launching from within the continental USA. There is an obvious difference between something entering US airspace and something taking off from a US airport.

The civil aircraft was not in a warzone. Read your own link. It was shot down by a series of alleged mistakes, not because it was in a warzone. Furthermore the USA was unofficially on the Sadam’s side but when the US invaded Iraq, one of the USA’s excuses was that Sadam declared war on Iran!

I am not saying shooting down civilian aircraft is justified, what I am saying is that situation is very different compared to New York - they did not exactly had AEGIS ship on duty to shoot down aircraft flying into the towers.
