During a Labour Party conference in Bournemouth a minister was found drunk outside a knocking shop. The police took him back to his hotel, no charges were made and it was hushed up.

The same as any other person who was found by the police to be lying on the pavement drunk with his car keys, and his car parked near by.
1. Drunk and disorderly.
2. Drunk while in charge of a motor vehicle.
3. Kerb crawling (as reported by a local resident)
4. Soliciting for sex.
