Forgive my ignorance, but whats the difference between Corp Tax @ 28% and the 21% that everyone quotes on here?!

Main rate is 28%, small business corporation tax is (today) 21% and applies to companies with profits of less than £300k. The rate then goes up in stages until you get to £1.5m profit when the full whack applies.
