If you haven't got a PC, what are you using to post on CUK?

Use a laptop to do the work disconnected from the network if necessary. I've only ever been one place where they wouldn't let me take my laptop into the building (but they wouldn't let me take my MP3 player, phone, camera, sat nav, memory stick or anything like that in either).

Regardless of who is to blame, I'd be looking to cull the person who does no work, and get someone in who can do the job.

Also, once they see you using your own kit, someone will squeal to a manager, who will want to know why, so you tell them, and 15 minutes later a desktop PC appears on your desk.

Having worked on a variety of secure sites where you could not connect things to the network, I have not worked on any where I couldn't take my own laptop (provided I swore in blood to the Security Officer not to connect it up and not to take it to that other building).
My all-time favourite Dilbert cartoon, this is: BTW, a Dumpster is a brand of skip, I think.

I'd rather have work to do than try not to go crazy after the first day or two.

You could bring in a laptop and not put it on the network, just use it and make sure they know why. Unless your contract says you can't do this, you can act innocent when they complain.

I don't know how many times I have to repeat that it's just not possible?

I use a smart phone. Client has banned internet use.

Probably until you explain exactly what the restriction is.

Why isn't it possible? Are you not allowed a laptop in, or do you not have the requisite tools to do your job?

If it's the former, it seems a bizarre policy whereby you are not allowed to take a laptop into work but you have something with you that allows you to access the internet.

Why is that bizarre faq? In a lot of companies where security is key bringing your own laptop is verbotten. Insurance, Banking, MOD etc.

A smart phone is a smart phone.

I said in my first Post that I dont have a dev PC, but I do have a PC with some basic software but it lacks what I need e.g. VISIO to do the complete documentation. I can't do the ground work because of that and not having the dev tools installed.

I can't use a laptop because the laptops they have, have inbuilt security such as security cards which are provided with a laptop. Does that now answer your question?

Edited: The security card and other authentication gives you the required access to the network, which I simply cant have unless you are suggesting I attempt to hack it?

And you're held up because you cannot get Visio?
