If they're staying over, aren't they nearly as expensive since the consultancy has to take a cut and the contractor has to pay for rent, council tax, etc?

No, they are not nearly as expensive: no mortgage, no expensive car, no wife to divorce (in the UK) etc.

Because everyone who works in the UK has a mortgage and an expensive car? Not to mention that the mortgage on my owned property is 1/7th the rental rate, many people pay less to own their own home.
