You're missing a pertinent point. There are no jobs, even for some talented, diligent folk out there who are looking for a job. No company in the market-place is going to set on someone with no work record and few skills who clearly has no intention of working.
Also - "creating" the jobs you list won't happen. The Government won't do this as it rightly knows it takes a lot of supervision and bureaucracy, and hence money.

Prisoners have a large number of prison officers to organise them and supervise work etc (is it something like one prison officer per 3 prisoners). Are you suggesting the government hire 100,000s of supervisors, just to make sure Johhny Chav is seen as earning his benefits?

There are not many jobs for people who want to earn £30-50k+, but there are plenty of jobs that can be created for minimum wage considering that would do useful work, keep them occupied and since the money are paid in benefits the actual cost of such work is not high.

When I emailed my idea of using cloud computing and cloud labour to get people doing work, getting experience and refrences I got a reply back saying that the dept of work have a budget of several billion for initiatives to get people back into work.

At the end of the day - there's a ton of grunt work about the country that needs doing and an abundance of people available to do it.

Whether the government put the 2 together remains to be seen.

Erm, yes, thankyou for that suggestion, but it's a prison they're trying to secure, not a small, peaceful and basically innocent Eastern European country.
