She was talking about the awful state of the departments (i.e. severe lack of resourcing and process), and how there is estimated to be £30 to £40 billion of taxes remaining uncollected.
She also expressed surprise at the relatively 'low' numbers of people estimated to be receiving letters notifying them of under/overpaid PAYE.
Nothing we hadn't already guessed, but very depressing the hear the grim reality of the state HMRC is in.
