Just to note: they are not obliged to take it full & can request it to be emptied prior to collection, or you can agree to pay thier standard rate which should be around £250 for a 8 yard skip

At £250 it's quite possible that the 400 represents an unpaid bill of 250 plus admin and possibly court costs. They will probably be happy with 250 to collect the full skip.

This is the kind of deal I would expect the CAB to cut, and the OP should use the CAB if the skip company won't play ball.
